Test Drive Off-Road 2 follows the path set by 1997's Test Drive: Off-Road as you drive across twelve courses (based on six locales: Morocco, Hawaii, Mojave, Santa Cruz, Switzerland and Wales) in your quest to win races on the World Tour. The ability to find shortcuts which is featured in the third game in the series is not included here; you must stick to the pre-defined track layout.

Test Drive is a racing game developed by Pitbull Syndicate. In Test Drive, you play as Dennis Black, a street racer who is contacted by a wheelchair-bound man and hired to race in his place in a series of underground street races known as "test drives". This edition of Test Drive has some improvements over it's predecessor, Test Drive 6. This time around there is a story driven mode, called "The Underground." The game features various modes including Quick Race, Single Race and Underground, the game's main and story mode. Single Race mode includes Linear, Circuit, Cop Chase, Drag Race, and Navigation Challenge. The cars do not suffer damage and they can be painted pre-set or custom colors. There are 26 cars in total and 12 of the cars have police variations. The game has a rock, rap and techno soundtrack consisting of 10 artists and 17 songs; some are played in races and all are played on menus. The game also includes Atari's Pong as a minigame, which can be played while races are loading (though not in the European Windows version). One can play against the computer, or against the second player (during multi-player mode).
