A massive yakuza war begins when the most powerful clan in Kansai plans to conquer all control of the country after attacking several headquarters of other clans in Japan and China.
Itoda-gumi was excommunicated from the Mishima-gumi, but the situation changed completely when Ando (Hitoshi Ozawa) was welcomed as a wakagashira. He succeeded in destroying the Mishima-gumi by inviting an internal strife in the Sekishin Houkou Renmei to overthrow him. However, Mishima (Shunya Nagasawa), who sees Ando as dangerous, continues to attack him.
The Kanto Doshikai, known for its prominent yakuza members, discovers a prohibited drug deal taking place within its territory. Sakaki (Sho Aikawa), the third-generation leader of the Kurotetsu Union, sets his sights on the Hayakaba-gumi, which operates at Daikoku Pier, and sends Hidari (Hideo Nakano) and his team, "Chains," to investigate the drug route. Disguised as a money counterfeiter, Left infiltrates the gang but becomes entangled in an internal conflict. As Hidari goes missing after being shot, the "Chains" are thrown into disarray. Receiving a request from a marriage broker operating in a run-down area, Hidari (Hideo Nakano) and Yamato (Yasukaze Motomiya) find themselves helping with a fake marriage. Many of this broker's cases involve the Goroza family, who are involved in human trafficking and insurance fraud, manipulating household registries. Amidst this, Yamato's fake bride, Shirayuki, is brutally murdered after having her organs harvested. Angered by this heinous act, Left and Yamato, without any directive from the third-generation leader of the Kurotetsu Alliance, Sakaki (Sho Aikawa), take on a rival gang. Thus begins a bloody purge driven solely by their unbacked "chains."

Sakaki (Sho Aikawa), the third leader of the Kanto Kurogane Union, which promotes the decline of the nation and the eradication of drugs, sends his right-hand man Hidari (Hideo Nakano) to infiltrate the narcotics division under the department head, Rizaki (Hitoshi Ozawa), who oversees the drug market. A bloody purge by Sakaki begins against the police, who enrich themselves through yakuza and mafia-like tyranny!
Fumio Yamadai (Hakuryu), the third-generation boss of the Tanba-gumi, has built the organization into the largest and most powerful in Japan. Sagara (Kazuyoshi Ozawa) of the Natsume-ikka—a family under the Tanba-gumi umbrella—expands his influence by leveraging the authority of Gono (Shiro), a Tanba-gumi senior lieutenant and boss of the Gono-gumi. This leads to a conflict with Kanamori, another senior lieutenant of the Tanba-gumi. Eventually, Gono’s power grows to the point where he threatens the Tanba-gumi itself, sparking friction with the organization's underboss, Ushikubo (Hitoshi Ozawa). This situation escalates into the most significant expulsion incident in the history of the yakuza underworld. Chapter Two of the saga—starring Hitoshi Ozawa and Hakuryu—depicts a conflict that shook the very foundations of the Japanese yakuza.
