A player on a soccer team, where everyone matches together just perfectly, has fallen out of a championship tournament due to illness; which leads to a big problem: who would be the perfect man to replace him? Werner Fehling appears to be the perfect replacement for the sick man. The problem is, he's a bitter rival of the goalkeeper, Jupp Jaeger. Both men love the same girl, Grete Gabler. Grete is the daughter of a senior member of the sports club, which is why she feels doubly under pressure not to do anything to jeopardize the success of the team.

The action takes place in a central German town in the 1920s. A Jewish factory owner is accused of murdering his accountant. The German nationalist investigating judge, who is determined to have a Jewish perpetrator, still sees Blum as the perpetrator even when evidence of the actual murderer, a former Freikorp fighter, is found. The Social Democratic court president from Berlin sends a criminal investigator to tear apart the judge's chain of evidence.

Waschke owns the only tugboat in town, which the town's fishermen, who make up the majority of the employed, need to transport their catch. So he forces them to sell their fish for a pittance, which Waschke then re-sells at an enormous profit. In the meantime, a big-city teacher, Helmut Grundel, comes to the village and discovers Waschke's little game. Grundel wants to form a collective, so that the fishermen can become independent from Waschke and this makes Waschke into a dangerous enemy. When the young Heini, son of a dune-patrolman, discovers that canisters of liquour are being smuggled into Pommern under Waschke's watchful eye, Waschke threatens Heini, that he'll turn his father into the police, with the baseless accusation that daddy is behind the smuggling operation.
Emil goes to Berlin to see his grandmother with a large amount of money and is offered sweets by a strange man that make him sleep. He wakes up at his stop with no money. It is up to him and a group of children to save the day.
