May and her younger sister, Carol, live in a small town. May is the more lovely of the two, but Carol is wooed by Frank, a country boy. George, a city man, comes to town on a visit, falls in love with Carol and wins her away from Frank. Carol is pleased with his attentions and poor Frank is brokenhearted. Calling one day to see Carol, George meets May and falls madly in love with her, and finally runs away with her and they are married. Carol, in despair, turns back to Frank and they are married, and a year later a baby is born.
Mary Alden and her brothers Matthew and George have extremely different political views. Matthew is a committed pacifist, and is constantly giving speeches against war. George is notified that his draft number, 258, has been called and to report for induction, but he refuses. Mary, on the other hand, is intensely patriotic and comes up with a plan to shame him into reporting for induction. Meanwhile, Matthew is being set up for a patsy by a gang of German secret agents, led by Van Bierman, who are planning to blow up an airplane factory.

Bob Strong, a detective, goes to prison undercover to befriend Hugh, a young man who was part of a gang that committed a robbery, in order to find out where they hid the money. Strong finally finds out the name of Hugh's partner, who has the money, but things take a complicated turn when Strong falls in love with Hugh's sister.
The film begins with a knuckle-head playboy (Preston Foster) working on a road crew dressed in a tux in order to win a bet. Apparently, this guy will take on any bet or act on a whim. This becomes very apparent when he disrupts a food giveaway hosted by the mayor’s daughter and as a result of this, he announces he’s running for mayor–though he seems very much apolitical and has no interest in the job. Later, when he once again meets up with the mayor’s daughter (Joan Fontaine) they supposedly fall in love–although there seemed to be little chemistry between them and it made very little sense for Fontaine to suddenly love a guy she so quickly hated at the beginning of the film. Plus, she really had plenty of reason to dislike the guy.

When Martin Knox, a friend of Scattergood's who owns a horse-breeding farm, is killed in a harness race Scattergood tells Martin's son Dan that he will send him to college if he forgets about taking over his father's business, which was heavily mortgaged and has been put up for auction after Knox's death. The boy reluctantly agrees, but when he discovers that his favorite horse Starlight is sick, he decides to bring the animal back to health and then enter him in the Governor's Race, whose $5000 prize would enable Dan to pay off his father's mortgage and keep the business in the family.
